Judy Balaban, RN, BSN, Owner

In 1983 Judy Balaban began Wellness Home Care in her kitchen in Warwick. Judy, a registered nurse, passionately believed that people should be cared for at home, where they maintain a greater degree of dignity, control, and peace of mind. She understood that a home care agency depends on building relationships between the agency, the caregiver, the client, and their families. She made a commitment to assure that Wellness Home Care would operate ethically and with consideration for clients, families, and employees. This mission continues to guide Wellness’ efforts every day.
“Our clients are battling through some of the most difficult times of their lives. They’ve lost a sense of true independence; perhaps lost friends or loved ones; they’ve lost some personal control. Their loved ones are suffering too, and often battle their own emotional turmoil.
My own experiences have allowed me the opportunity to relate first-hand to the emotional and financial costs, as well as the daily stress that is experienced during this demanding time. We are here to help return a sense of independence to our clients’ lives by acting as a helping hand when they need it most.

Fran Schafer, RN, Chief Operating Officer

As Chief Operating Officer for Wellness Home Care, Fran is responsible for providing leadership, and operational oversight, for all Clinical and Private Duty home care services.
Fran began her professional career in 1981 as a medical surgical staff nurse at Horton Hospital. During this time she specialized in oncology, acting as a preceptor and relief charge nurse. “I was committed to helping patients die with dignity and in comfort, surrounded by loved ones.” In 1986 Fran left hospital nursing for home care, becoming partner and director of Scotchtown Home Infusion. Under the mentoring of Judy Balaban, she became the president and owner of Scotchtown Home Infusion, and worked as a home care consultant and a specialist in infusion therapies. As a consultant, Fran opened two Licensed Home Care Service agencies.
Over the years Fran has risen through the ranks as director of a National Infusion Company and administrator of Harris Home Health. In 1999 she reconnected with her mentor Judy, and joined Wellness Home Care.
With her skills and dedication to quality care, Fran ensures that people of all ages have access to dignified home care services so they may be with their loved ones in the comfort of their own homes. “I’ve seen through my own personal experience what quality home care can offer, both for those in need and for the family members struggling with additional responsibilities. Because of outstanding home care, my mother was able to spend her last days at home in her favorite room, in her favorite clothing, surrounded by family and friends; I will be forever grateful for that and the continued care being offered to my father.”

Fran is an active member of the New York State Association of Health Care Providers (HCP), and secretary of the Hudson Valley Chapter. She has been invited to Albany to present on various panels in support of the industry.
